Michigan

In Michigan, the State Police license movers. Every household goods carrier needs CVED Authority from the Commercial Vehicle Enforcement Division and must renew it every year. Moves of 40 miles or less can be priced by the hour, while longer moves follow a tariff, which matters in a state that stretches from Detroit to Grand Rapids, Traverse City and the Upper Peninsula.

Quick answer: do you need a state license in Michigan?

Yes. Michigan's Motor Carrier Act requires every intrastate for-hire carrier to get operating authority, called CVED Authority, before using a vehicle on a public road, and household goods carriers have extra requirements. The Michigan State Police warns customers that a USDOT number alone is not proof of authority to move household goods. You apply online through the CVED Authority Portal and renew every year.

Do you need a license to move households in Michigan?

Movers in Michigan are regulated by the Michigan State Police, Commercial Vehicle Enforcement Division, Regulatory and Credentialing Section (MSP CVED). The permit is called the CVED Authority (intrastate operating authority) for household goods carriers.

  1. Register your business with the Michigan Department of Licensing and Regulatory Affairs (LARA) or your county clerk.
  2. Get workers' compensation insurance, or an approved exclusion form from the Workers' Disability Compensation Agency.
  3. Have your insurance company file a Form E (liability) and a Form H (cargo), and keep a certificate of liability insurance. Get a USDOT number if your trucks need one.
  4. If you will do moves over 40 miles that are not under a continuous contract, join a tariff and be ready to show proof.
  5. Create a MiLogin account, open the CVED Authority Portal (CAP), start a new household goods application, add every truck that needs a decal and pay the processing and decal fees. Processing can take up to 30 days.
  6. Renew your CVED Authority and decals every year between October 1 and December 1. Authority that is not renewed by January 1 is revoked.

What insurance and paperwork does a Michigan mover need?

  • A Form E (bodily injury and property damage liability) filed by your insurance company, plus a certificate of liability insurance.
  • A Form H (cargo) filed by your insurance company, which household goods carriers must provide.
  • Proof of workers' compensation insurance, or an approved exclusion form.
  • MSP's application page does not list dollar minimums. Check the exact amounts with MSP CVED before you buy a policy.

Price lists and estimates

Moves of 40 miles or less from origin to destination are unregulated, so you may charge by the hour and rates can be negotiated. Moves over 40 miles are regulated: rates are based on weight and mileage, with added charges for services like packing, unpacking, stairs and elevators, and you must show proof that you comply with a tariff when you apply.

When you work with customers in Michigan, plan for these rules:

  • Give customers a non-binding estimate. MSP tells customers to insist on an on-site inventory and an accurate estimate, so offer one.
  • Before loading, give the customer a bill of lading, which is the receipt for the goods and the contract for the move, along with payment options.
  • You may ask for payment before the truck is unloaded. If charges are more than a non-binding estimate, the customer pays 110% of the estimate at delivery and the balance within 30 days.
  • Offer valuation choices: liability limited to 60 cents per pound at no extra cost, or valuation at $6 per pound for an added charge.
  • MSP tells customers to file claims in writing within 30 days and to report hostage freight, cargo theft and property damage to CVED.

Do Michigan movers need a USDOT number?

The Michigan State Police lists a valid USDOT number as required for vehicles with a GVWR over 26,001 lbs. Michigan is also on FMCSA's list of states that require intrastate USDOT numbers, so confirm the rule for smaller trucks with MSP CVED.

If you take jobs that cross the Michigan state line, federal rules apply on top of the state rules:

  • USDOT number: every mover that carries household goods across state lines needs one from the FMCSA.
  • Operating authority (MC number): for-hire household goods movers need FMCSA authority before taking interstate jobs.
  • Insurance on file: your insurer files proof of liability and cargo coverage with the FMCSA.
  • Process agent (BOC-3): someone in each state who can accept legal papers on your behalf.
  • Unified Carrier Registration: a yearly registration, priced by fleet size.
  • Customer paperwork: a written estimate, a bill of lading, the FMCSA booklet “Your Rights and Responsibilities When You Move” and access to an arbitration program for loss and damage claims.

The licenses and insurance guide explains each one.

What is the moving market like in Michigan?

  • The 40-mile line shapes pricing. Most moves inside metro Detroit or Grand Rapids are short enough to price by the hour, while a move from Detroit to Grand Rapids or up north runs over 40 miles and follows a tariff.
  • Lake-effect snow hits West Michigan hard, from Muskegon and Holland to Grand Rapids. Winter moves need extra time, floor protection and a plan for icy driveways.
  • College towns bring big swings: Ann Arbor, East Lansing, Kalamazoo and Mount Pleasant all have late-summer move-ins and spring move-outs.
  • Cottages and lake houses up north add seasonal work in spring and fall, often with long drives, narrow roads and steep lots.
  • Spring thaw brings seasonal weight limits, often called frost laws, on many county roads. Check road commission notices before sending a loaded truck to rural jobs.

Most moves in Michigan happen around Detroit, Oakland and Macomb County suburbs, Grand Rapids, Ann Arbor, Lansing and East Lansing, Flint, Kalamazoo and Saginaw and Bay City.

How do you market a moving company in Michigan?

  • Show your active CVED Authority on your website and Google profile. MSP tells customers a USDOT number alone is not proof you can move household goods, so make it easy to check you out.
  • Explain the difference between hourly local moves (40 miles or less) and longer in-state moves priced from a tariff, so quotes never surprise anyone. Our moving company pricing guide covers how to present both.
  • Build town pages for the suburbs you serve, such as Royal Oak, Troy, Novi and Livonia, or Wyoming and Kentwood near Grand Rapids. Local SEO for each town brings calls from people searching nearby.
  • Market cottage and lake house moves in spring and fall, with photos of your crew handling stairs, decks and long carries.
  • Ask for reviews right after delivery. MSP warns Michigan customers about hostage freight, so reviews that mention fair final bills and on-time delivery carry weight.
