Georgia

Georgia is two moving markets in one: sprawling metro Atlanta, where traffic shapes every quote, and a ring of smaller cities and military towns from Savannah to Columbus. The Georgia Department of Public Safety certifies in-state movers and caps their rates with a Maximum Rate Tariff. New movers also sit through a state training class before they get their certificate.

Quick answer: do you need a state license in Georgia?

Yes. The Georgia Department of Public Safety certifies in-state movers, and you need a household goods carrier certificate before you operate or hold yourself out as a mover. Your rates cannot go above the state's Maximum Rate Tariff. The state consumer office notes that moves that start and end inside the same city limits fall outside DPS complaint handling.

Do you need a license to move households in Georgia?

Movers in Georgia are regulated by the Georgia Department of Public Safety, Motor Carrier Compliance Division (Georgia DPS). The permit is called the Household Goods Carrier Certificate.

  1. Apply through the household goods application portal on DPS's Motor Carrier Compliance Division website.
  2. Submit the consent for a background investigation, the past business practice disclosure form and a driving history report.
  3. Show you are fit, willing and able, with no disqualifying felony convictions, and that you have and can keep minimum assets of $50,000.
  4. DPS gives public notice of your application. If someone protests, a hearing may follow before a decision.
  5. Attend and complete the DPS training class on Georgia law and household goods rules.
  6. File your certificates of insurance with DPS: Form E for liability and Form H for cargo.
  7. Get a USDOT number with the GA suffix and mark your trucks before you start moving customers.

What insurance and paperwork does a Georgia mover need?

  • File certificates of insurance with DPS showing the liability and cargo coverage required by Georgia law and DPS rules. Form E covers liability and Form H covers cargo. Check the exact minimums for your trucks with DPS.
  • Keep coverage continuous. DPS requires at least 30 days of notice before any change that would put you out of compliance, and uses Form K for cancellation notices.

Price lists and estimates

DPS Maximum Rate Tariff No. 7, effective January 13, 2026, sets the highest rates you can charge on in-state moves. You may charge less but never more, and you may not charge for services the tariff does not list.

When you work with customers in Georgia, plan for these rules:

  • Write estimates on the Uniform Estimated Cost of Services form. On a nonbinding estimate, the customer has to pay no more than 110% of the estimated charges at delivery to get their goods. A binding estimate caps the price at the estimate.
  • Issue a bill of lading with your MCA number, pickup and delivery details, itemized charges and the customer's valuation choice, signed by the customer before work starts.
  • Customers have up to 90 days after delivery to file a written claim for loss, damage or overcharges, and you must resolve it within 90 days of filing.
  • Storage in transit is limited to 180 days.

Do Georgia movers need a USDOT number?

Yes, for most movers. Georgia requires intrastate carriers with vehicles over 10,000 pounds GVWR to get a USDOT number and display it with a GA suffix, along with the company name on both sides of the power unit.

If you take jobs that cross the Georgia state line, federal rules apply on top of the state rules:

  • USDOT number: every mover that carries household goods across state lines needs one from the FMCSA.
  • Operating authority (MC number): for-hire household goods movers need FMCSA authority before taking interstate jobs.
  • Insurance on file: your insurer files proof of liability and cargo coverage with the FMCSA.
  • Process agent (BOC-3): someone in each state who can accept legal papers on your behalf.
  • Unified Carrier Registration: a yearly registration, priced by fleet size.
  • Customer paperwork: a written estimate, a bill of lading, the FMCSA booklet “Your Rights and Responsibilities When You Move” and access to an arbitration program for loss and damage claims.

The licenses and insurance guide explains each one.

What is the moving market like in Georgia?

  • Metro Atlanta covers many cities and suburbs, and traffic can turn a short move into a long day. Quote with drive time in mind and plan around rush hours.
  • Army posts near Columbus, Augusta and Hinesville, plus Robins Air Force Base and Moody Air Force Base, keep military moves steady, with a summer peak.
  • Savannah's port and new manufacturing along the coast bring workers to Chatham, Bryan and Effingham counties.
  • Summer heat and afternoon storms wear on crews. Early start times and extra water breaks keep jobs on schedule.
  • Athens, Atlanta and Statesboro have heavy student move weeks in August and May.

Most moves in Georgia happen around Metro Atlanta, Savannah, Augusta, Columbus, Macon, Athens, Warner Robins and Valdosta.

How do you market a moving company in Georgia?

  • Show your DPS certificate number on your website, estimates and trucks, and tell customers they can verify it with DPS. It quickly separates you from unlicensed operators.
  • Because the Maximum Rate Tariff caps prices, compete on speed and trust. Answer quote requests fast, day or night. Our 24/7 receptionist handles calls and texts after hours.
  • Treat metro Atlanta as many separate markets. Build a page for each city or suburb you serve, like Marietta, Alpharetta, Decatur and Lawrenceville. Our local SEO service builds them for you.
  • Reach military families with pages about each base area, partial moves and storage, and keep federal authority current for out-of-state transfers.
